Job Responsibilities
The Capture Manager shall lead the assessment, pursuit, and winning of Federal Government acquisitions within the Federal Civilian Health and Military Health spaces.  

The Capture Manager shall: 
Collaborate with executive leadership and technical groups to coordinate business development activities 
Use his/her established network in Federal agencies to actively meet with potential clients, identify new business opportunities, and serve as Capture Manager for identified pursuits 
Actively manage and heavily contribute to a winning proposal process, interacting closely with internal service centers including proposal operations, pricing and contracts, as well as other groups 
Assemble and assess background information
Meet with customers and contract officials to confirm requirements and influence acquisition strategy, RFP content, and evaluation criteria
Perform requirements and gap assessments
Analyze likely competition
Recruit teammates
Frame and vet solution alternatives
Prepare B&P estimate
Work with BD and Business Unit to conduct progress and business reviews and recommend bid/no bid decision.
Skills Required
The Capture Manager should possess: 
A Bachelor’s Degree and at least 10 years of Government IT services related experience
Experience across HHS and its opDivs
Knowledge of the HHS/DoD/Federal Civilian acquisition/procurement process, IDIQ/GWAC contracts and industry competitors
Proven skills in all areas of capture, including assessing win probability and value for opportunity targets, capture strategy and planning, building winning teams and solutions, pricing to win, and capture process schedule adherence 
Demonstrated record of federal agency client stewardship and capture/business development accomplishments 
Experience in business development activities associated with identification, qualification, full capture and bid activities, and the knowledge to transition new business opportunities into operations
Experience in proposal pricing methodologies and strategies 
Experience in managing and contributing to winning proposal content
Ability to Document the following:
o Capture Plan
o Win strategies and discriminators
o Competitive Analyses
o Technical and Cost Value Propositions (Insure that both are sound and 
meet RFP requirements).
A proficiency in the MS Office Suite and possess excellent verbal, interpersonal, and written communication skills 
The ability to collaborate with internal and teammate Contract Departments to formalize business relationships and execute Teaming Agreements prior to RFP release.
Sound business ethics
Excellent problem solving skills with the ability to analyze situations, identify existing or potential problems and recommend solutions
Experience with business development tools and resources such as GovWin, FPDS, or similar
