Job Responsibilities

This person supports the Sr. EVM Cost Engineer (COBRA Expert) supporting the implementation and maintenance of the Deltek COBRA earned value cost engine. They perform analyses and the preparation of reports in order to ensure that contracts are within negotiated and agreed-upon parameters using industry best practices and government cost control guidelines.  The Jr. EVM Cost Engineer (COBRA) has the ability to prepare budgets and schedules for contract work and contribute to the financial analyses such as funding profiles, earned value performance, and variance analysis.  Provides program plans to ensure contractual requirements and statement of work deliverables are captured and scheduled.  Act upon schedule assessments to identify and mitigate program cost and scheduling risks. Works with the Sr. EVM Cost Engineer and Mast Scheduler Planner to incorporates contractual changes into program established control systems, and is aware of outstanding work against each contract in order to maintain program management thresholds for the cost and schedule baseline.  They will help prepare and present Earned Value Management reports and recommendations to management.  Coordinate with Contracts and Program Management to monitor contract value change, funding, variance reports, and issues regarding authorized work.  Help improve program cost reporting (internal and external), budgeting and cost collection processes and systems and ad hoc analyses.  Interprets program requirements related to program scheduling, and apply all necessary processes and procedures to assure compliance with such requirements.  Incorporate sub-divisional or Subcontract data into a collective Contract Performance Report (CPR).

Skills Required
The Jr. EVM Cost Engineer (COBRA) has the ability to evaluate industry recognized EVM software and provide weekly and/or monthly status updates produced from the program IMS and EVM operating system.  They are familiar with traceability of the Work Breakdown Structure, Program Statement of Work, and the Earned Value performance indices.  The conduct reviews for all necessary recurring EVM reports of schedule plans and status to meet Program requirements. They have an working level understanding of Deltek COBRA and MS Project. They have experience with information systems, information technology and relational database applications such as: Oracle, MS SQL, MS Access Database, and COGNOS Report Writing capability.

Bachelors degree from an accredited college in a related discipline, or equivalent experience, combined education, with 5-7 years of professional experience implementing and utilizing EVM practices and procedures in Health and Human Services or the Department of Defense.  They have the ability to obtain and hold Security Clearance (optional).  Earned Value/Financial Analyst has an excellent working knowledge of federal government and DHS and DoD EVMS standards and guidelines such as ANSI/EIA-748.  This person has excellent oral and written communication skills.
