Job Responsibilities
• Reviewing, guiding and shaping Enterprise and Solutions Architectures for Government customers, interacting at the strategic executive level
• Developing and aligning OCIO innovative service offerings with opportunities for emerging IT/Cyber needs, as well as consolidating and connecting existing services 
• Establishing technical architecture, along with policy, governance, and standards that embrace platform and device diversity and enabling timely insertion of disruptive technologies 
• Engaging and leveraging the best of government, industry, and academia and innovators and sharing the stories across similar communities of practices 
• Streamlining, simplifying and modernizing IT solutions by providing recommendations for adoption, acquisition and modernization of enterprise and mission-focused IT  
· Familiarity and Experience with Congressional and Intergovernmental Affairs 
- Support Federal customers’ Office of the Chief Information Officer and the Chief Information Officer on all Congressional and Intergovernmental Affairs interactions including, hill briefings, testimony, etc. 
- Work with clients’ Congressional and Intergovernmental Affairs to coordinate information and response to inquiries from congress and other government agencies
- Attend weekly Congressional and Intergovernmental Affairs meetings to brief out OCIO activities to the DOE enterprise and inform OCIO senior leadership on enterprise-wide activities 

Strategic Engagement
-  Coordinate key stakeholder interactions based on the CIO’s Strategic Cyber Vision and Implementation Plan 
- Identify and track key stakeholder groups via the stakeholder diagram that advocate and share the Cyber Vision and advance the goals of the Department and OCIO
- Performs informational research and analyses in advance of travel for the CIO and senior leadership  

Public Affairs
- Develop and edit press statements, presentations, speeches, talking points, and briefings
- Ensure quality, consistency, and adherence to style and standards of outgoing communications
- Attend weekly Public Affairs meetings to brief out OCIO activities to the DOE enterprise and inform OCIO senior leadership on enterprise-wide activities 

Collaboration 
- Work with subject matter experts across the DOE enterprise to provide salient and accurate data for presentations and briefings
- Organize and develop agenda for monthly and quarterly meetings with headquarters and National Lab CIOs
- Work with members of the staff to provide accurate information to and from the Chief Information Officer, Chief of Staff, and other senior officials
The Department of Energy’s (DOE) Office of the Chief Information Officer (OCIO) provides governance, oversight, services, and recommendations for the management of DOE's information sharing and information safeguarding activities. DOE OCIO units help define and support the implementation of policies and procedures for the planning, acquisition, management, and security of federal and departmental shared technology services, and outline innovative ways to support specific DOE mission objectives with forward leaning IT / Cyber solutions. The IT / Cyber architecture, technology innovation and engineering unit provides leadership for crosscutting issues raised by laboratory, field, program or headquarters offices, by serving as technical expert, facilitator, ombudsman and/or coordinator. The IT / Cyber architecture and engineering unit is looking for skilled and motivated individuals to assist with a number of the OCIO tactical and strategic objectives including:  
 
Skills Required
Interested individuals would support the IT / Cyber architecture and engineering unit in a number of cross-disciplinary areas by engaging in areas of strategic planning, technology evaluation and partner engagement, delivering on the innovative and logistical elements required to augment the OCIO’s responsibilities to support Department’s Strategic Goals and Plans. Individuals would work closely and collaboratively with the IT / Cyber architecture and engineering unit in defining and developing an operational innovation organization as well as supporting the OCIO across a number of enterprise efforts such as identifying and promoting new IT services, documenting standards and architectures, and helping guide technology policy for the department. Qualified persons would be directly responsible for liaison activities between DOE Headquarters and various laboratory, field, program or headquarters offices, and other federal offices and are expected to conduct themselves professional at all times. Candidates must be capable of building positive relationships across the department, and federal agencies to ensure the IT / Cyber architecture and engineering unit is a recognized partner for helping offices find and execute efficient solutions to their mission. As a part of defining strategy for the department, individuals need to be able to function independently to develop and document a compelling vision for activities at the department. The candidate should be capable of setting objectives and delivering upon their responsibilities helping build the unit's capabilities by being able to independently plan and carry out assignments, including the review and interpretation of policies, procedures, and regulations, coordinating as necessary and identifying priorities and opportunities for the unit's Federal Lead.  A successful candidate would serve as a central focal point along with other assigned Federal and contractor leads for a number of unique activities such as Open Innovation, Open Data and Open Government, and help define goals and objectives for building these communities of practices. They must also function collaboratively with colleagues across multi-disciplinary teams capable of delivering on integrated projects and maintain continuous and open communication between customer and service and support teams. Supervisors may be consulted freely and for the resolution of unique problems, but must kept continually informed of progress and potentially controversial situations; however individuals must be results oriented and capable of identifying opportunities and delivering results independent of hourly supervision. 

Required: 
Undergraduate degree, preferably in computer science, engineering, information technology / systems, and/or business Master’s degree preferred, in the same disciplines Five-plus years demonstrated, relevant experience in enterprise architecture and systems / solutions architecture and design Relevant Technical certifications Superior verbal and written communications skills
