Job Responsibilities
This position is located in Washington, DC at the Department of State’s International Joint Commission (DOS/IJC) office.  The position is assigned to support a temporary effort not to exceed 120 days. The System Administrator/Engineer will work with the current Network Engineer to support a five-phase approach to assist the IJC in upgrading their current Network Infrastructure and Software Environment from Microsoft Windows 2003 to Microsoft’s most recent software environment. IJC has three office locations: Washington DC, Windsor Ontario and Ottawa Ontario.  Specific activities expected from this position in relation to this effort are as follows:
- Phase 1: Discovery/Evaluation
- Phase 2: Design and Implementation
- Phase 3: Reporting
- Phase 4: Customer validation
- Phase 5: Knowledge Transfer

Phase 1 Key Tasks:  Discovery/Evaluation
• Meet with IJC’s IT Staff members to obtain all relevant knowledge and documentation in order to review current state architecture
• Update relevant documentation to accurately reflect current state (if required)
• Review event logs for error codes – including any replication errors
• Produce document of findings, recommendations and options analysis. Outlining the most appropriate options and approach (in all 3 offices) for:
 o Review of Active Directory
 o Upgrading Servers and Domain Controllers from Windows 2003
 o Upgrading Exchange Server 2003
 o Migrating 100 Mailboxes and 40 Public Folders to three new Exchange host servers
 o Setup Microsoft Hyper-V hosts
 o Implement Fail-over clustering
 o Information Backup strategy
 o Microsoft SharePoint migration (one server in Ottawa office only)
 o Implement Distributed File System (DFS)

Phase 2 Key Tasks:  Design and Implementation
• Review recommendations and options analysis with IJC IT operations team to select the most appropriate options(s) and upgrade approach for:
• Review of Active Directory
• Upgrading Servers and Domain Controllers from Windows 2003
• Upgrading Exchange Server 2003
• Migrating 100 Mailboxes and mail contained therein
• Setup Microsoft Hyper-V hosts
• Implement Fail-over clustering
• Information Backup strategy
• Microsoft SharePoint migration (one server in Ottawa office only)
• Implement DFS
• Create a high-level plan with risk mitigation and rollback options as well as success criteria
• Work with IJC IT operations team to implement the agreed upon plan
• Test implemented solutions against success criteria
• Review test results and modify as required
• Document end state

Phase 3 Key Tasks:  Reporting
In order to manage expectations and ensure regular communication, it is required that the team provide IJC with weekly status reports. The weekly status reports / meetings with the IT operations team will ensure that accomplishments, challenges and actual level of effort are discussed and clearly communicated. Specifically, the content of the status reports will include:
• Activities completed during the period
• Activities planned for next period
• Issues/concerns
• Level of effort used (days) during the period
• Total level of effort used to date
• Days remaining

Phase 4 Key Tasks: Customer validation
In this phase, the customer will validate and test success following every step of the implementation.


Phase 5 Key Tasks: Knowledge Transfer 
The Systems Administrator/Engineer will be required to provide detailed documentation. The contents of the documentation are not limited to, but will include:
• Critical System information, i.e. Server Names, IP Address, and Services/Roles.
• Critical Usernames/Passwords
• Configuration Information
• Instruction guides

The Systems Administrator/Engineer will be tasked with completing the following projects: 
• Setup and configure Hyper-V failover clustering solution for three IJC-NET SAN Devices (WAN environment). Allowing any node in the three IJC-NET cluster to take over for any failed node i.e. Ottawa goes offline and Washington and/or Windsor takes over all of Ottawa’s Hyper-V guests.
• Active Directory Changes/Repairs as necessary
• P2V of any physical machines to Hyper-V
• V2V of existing VM to Hyper-V where required
• Upgrade three Exchange Servers from version 2003 to current version of Exchange using Microsoft Best Practices, along with the complete migration of all 100 mailboxes; reconfigure email routing/delivery
• Installation and configuration of MS System Center (current version) along with System Center Virtual Machine Manager, Operations Manager, Configuration Manager, Service Manager, and Data Protection Manager – (new to the Washington and Windsor office – upgrade for Ottawa)
• Upgrade Washington 30 user environment from a Windows 2003 domain to current version
• Setup and configure three new Windows Hyper-V Hosts
• Setup and configure six new Hyper-V Virtual Machines
• Migrate existing Software and Services to new Hyper-V Virtual Machines
• Upgrade Ottawa 40 user environment from a Windows 2003 domain to current version
• Setup and configure three new Windows Hyper-V Hosts
• Setup and configure new Hyper-V Virtual Machines (Servers)
• Migrate existing Software and Services to new Hyper-V Virtual Machines
• Integrate Windsor 30 user environment to the IJC Forest and upgrade from a Windows 2003 domain to current version
• Configure Distributed File System Replication (DFS-R) and Storage Replica (SR)(Windows Server 2016)
• Setup and configure three new Windows Hyper-V Hosts
• Setup and configure new Hyper-V Virtual Machines (Servers)
• Migrate existing Software and Services to new Hyper-V Virtual Machines
• Upgrade IJC Forest environment from a Windows 2003 domain to current version
• Perform Active Directory review and restructure as necessary on IJC-NET
• Create new Information Backup strategy for IJC-NET
• Microsoft SharePoint migration (Ottawa office only)

• Failover Clustering in a WAN environment
• General Administration of Unix/Linux (Red Hat, CentOS, Apache, Tomcat)
• Certified Cisco Engineer with knowledge of ASA Firewalls/Routers/Security, and excellent networking/subnetting skills
