Job Responsibilities

This person will deploy the cost control system, which monitors and controls cost and schedule on contracts requiring a validated EVM system.  They perform analyses and the preparation of reports in order to ensure that contracts are within negotiated and agreed-upon parameters using industry best practices and government cost control guidelines.

The Sr. Earned Value/Financial Analyst has the ability to prepare budgets and schedules for contract work and contribute to the financial analyses such as funding profiles, earned value performance, and variance analysis.  Provides program plans to ensure contractual requirements and statement of work deliverables are captured and scheduled.  Act upon schedule assessments to identify and mitigate program cost and scheduling risks.

Incorporates contractual changes into program established control systems, and is aware of outstanding work against each contract in order to maintain program management thresholds for the cost and schedule baseline. 

They will prepare and present Earned Value Management reports and recommendations to management.  Coordinate with Contracts and Program Management to monitor contract value change, funding, variance reports, and issues regarding authorized work.  Help improve program cost reporting (internal and external), budgeting and cost collection processes and systems and ad hoc analyses.

Interprets program requirements related to program scheduling, and apply all necessary processes and procedures to assure compliance with such requirements.  Incorporate sub-divisional or Subcontract data into a collective Contract Performance Report (CPR).

The Sr. Earned Value/Financial Analyst has the ability to evaluate industry recognized EVM software and provide weekly and/or monthly status updates produced from the program IMS and EVM operating system.  They are familiar with traceability of the Work Breakdown Structure, Program Statement of Work, and the Earned Value performance indices.  The conduct reviews for all necessary recurring EVM reports of schedule plans and status to meet Program requirements. 

Skills Required
- At least 5+ years combined experience in Finance and EVM, preferably in an IT environment.
- Significant experience working with information technology teams in a financial leadership capacity.
- Experience cost estimating, forecasting, variance analysis, scheduling and baselining according to earned value principles
- Strong written and verbal skills and ability to effectively communicate and explain complex financial issues to non-financial professionals.
- Proficient in Microsoft Office, with advanced knowledge of Excel.
- Hands-on experience with EVM software like wInsight, Microsoft Project, Primavera or Micro Frame Project Manager (MPM) required.
- Experience with OMB 300 Reporting highly desirable and a plus.
- Strong problem-solving skills.
- Demonstrated ability to work both independently and in a team environment.
- Must be a self-starter, detail oriented and have excellent organization skills. 
- Strong presentation skills and client presence.
Skills Preferred
- Experience in providing technical advice and assistance to internal and external customers on earned value with an emphasis on the analysis, evaluation, and validation of program cost / schedules, cost / scheduling systems, and cost / scheduling software tools.
