Job Responsibilities
As part of ActioNet’s Health Services Business Unit, the Candidate will be leading a multi-disciplinary matrixed team that is actively defining, eliciting, and documenting the requirements, business rules, system logic, design, test cases, and business processes for a quality healthcare program. 
Experience in adapting CMS XLC analysis and requirements phases to incorporate CMMI Model lifecycle phases. 
Experience in establishing customized SOPs for business analysis, including BPM analysis and development and all phases of requirements development, for CMMI contracts. 
Experience acting as a SME and senior mentor and advisor to a large staff supporting 20+ CMS contracts.
Lead an analyst team (3-5 people) in the:
o Elicitation and authoring of requirements (i.e. Business Requirements, User Requirements, Functional Requirements, Non-Functional Requirements, etc.).
o Creation and execution of test cases and test scripts to validate the software’s quality and ensure adherence to the business requirements.
o Develop and document system process diagrams and screen mockups. 
o Elicitation and documenting of the system’s business process models (BPM’s).
Facilitate meetings with CMS stakeholders to elicit and develop business requirements, business rules, system logic, process diagrams, user stories, and test cases.
Aid Project Managers in identifying and documenting business processes, system performance management and other business improvement activities.
Works with the Project Manager, and stakeholders to document the project’s scope.
Adapts and changes priorities fast in response to business need.
Adhere to the required authoring rules specified in the CMS Requirements Writer’s Guide.
Create and deliver artifacts as outlined in the project’s schedule/plan.
Perform quality assurance reviews/peer reviews on client deliverables to guarantee adherence to the stated requirements.
Collaborate with Project Managers on strategic issues and objectives.
Support and interact with ActioNet leadership and with client personnel at appropriate levels, in the accomplishment of project objectives.
Skills Required
At least 7 years of progressive BA experience. 
Health Sector understanding/experience. 
Excellent communication and writing skills. 
Experience in a development team, preferably agile. Some sort of Agile background, certification is desirable. 
Understanding the needs of multiple stakeholders.
Facilitating the negotiation of requirements amongst multiple stakeholders.
Identifying the current and future-state business processes.
Creating, analyzing, and validating business requirements, detailed functional requirements and specifications.
Facilitating design sessions with the implementation team to define the solution.
Delivering elements of systems design, including data migration rules, business rules, wireframes, or other detailed deliverables.
Adapts and shifts priorities quickly in response to business need while maintaining attention to detail, work and professionalism – ability to cope with change.
Detail oriented, strong writing, speaking and organization skills.
Proficiency in the use MS Office (Word, Excel, PowerPoint, Visio).
Skills Preferred
Experience with IT Federal contracting.
Prior experience working with requirements for a project with Centers for Medicare and Medicaid (CMS). 
Experience providing professional IT consultative services.
Ability to prioritize and work on multiple assignments simultaneously.
